Synopsis

Continues the story of Detective Conan Movie 20: The Darkest Nightmare

In a dark evening, a spy secretly infiltrates Japanese police headquarters to steal confidential documents from international intelligence agencies including England's MI6, Germany's BND, America's CIA, and the FBI. Public safety officers led by Tooru Amuro intervene at the last moment. The intruder hijacks a vehicle and escapes, leading to a high-speed chase on the highway between the spy and Amuro that nearly causes a catastrophic multi-car collision until FBI agent Shuichi Akai intervenes with a precise rifle shot, making the spy's car veer off the road. The next day, Conan and his friends explore a newly renovated aquarium in Tokyo. Underneath the central Ferris wheel attraction, Conan finds a stunning woman who appears alone and wounded. Her most peculiar trait is having eyes of two different colors. Stricken with amnesia, the woman has no memory of her identity, and her phone is damaged beyond use. Conan and his friends vow to help her recover her memory and decide to accompany her. Meanwhile, Vermouth covertly observes the situation. She then withdraws a silencer and speaks through a connected intercom, saying, "Everything is proceeding as planned, Gin."

A sudden explosion rocks the Edge of Ocean complex during the Tokyo Summit, and from the chaos emerges Tooru Amuro, an agent of the National Police Agency Security Bureau known as Zero. Living under two other identities—as Rei Furuya, a detective and apprentice to Kogorou Mouri, and as Bourbon, a member of the Black Organization—Amuro is a man of many faces. Following the blast, Kogorou is taken into custody as the primary suspect. Conan works to prove Kogorou's innocence, but his efforts are constantly obstructed by Amuro.
