In "Cyborg 009: Call of Justice 2," Joe Shimamura and his fellow cyborgs face a dangerous new enemy: the Bresudo, a secret organization of highly intelligent beings with extraordinary abilities who have secretly influenced human history for thousands of years. Their motives are unknown, casting a dark shadow over the world. Though many dismiss the Bresudo as mere myth, American journalist Lucie Davenport travels to Texas to investigate a particular family, eventually crossing paths with the cyborgs. Meanwhile, the cyborgs, who stepped back from their mission to protect humanity after the formation of the UN Guardian troops, now live peaceful and quiet lives.

The narrative follows Joe Shimamura and his fellow cyborgs in their battle against the Bresudo—a clandestine group possessing superhuman powers that has secretly steered human events over many centuries. The Bresudo's actual intentions remain unclear, yet their threatening presence hangs over the entire world. Even with the general population ignorant about the Bresudo, American journalist Lucie Davenport travels to Texas to visit a specific family, where she comes across the cyborgs. After the establishment of the UN Guardian forces, the cyborgs have been released from their duty to protect humanity and now live peaceful, everyday lives.
