When a business trip to Thailand takes a disastrous turn, salaryman Rokurou Okajima is seized by the Lagoon Company, a band of perilous mercenary pirates. Upon learning that his firm will not pay the ransom, Rokurou makes the shocking choice to remain with his captors. He must now endure life in Roanapur, a metropolis steeped in crime and corruption where a single mistake can be fatal. In this lawless environment, Rokurou frequently comes into conflict with Revy, a short-tempered and heavily armed crew member. As he attempts to sever connections with his former existence, Rokurou confronts lethal dangers and ethical quandaries, fighting to preserve his principles amidst the brutal realities of his new world.

Rokurou "Rock" Okajima has joined the Lagoon Company, a crew of pirate mercenaries based in Roanapur, Thailand.
