Summary
Rowan Pigeon, also known as "Jackpot," is an African-American man who owns the Roanapur strip club GoofFest. He is heavily involved in the trafficking of child pornography and snuff films across Southeast Asia. A regular patron of the Lagoon Company, he constantly tries to recruit Revy to work for him, specifically hoping to use her as a submissive partner for his bondage clients, though Revy has no interest in pain. Pigeon has shown a sympathetic interest in Rock, the former salaryman, recognizing his discomfort with the corrupt nature of the island and offering to help him if he ever finds himself in trouble. Despite his criminal activities and bold personality, he is terrified of Balalaika.
