In Ikebukuro, the fates of its residents remain intertwined. Mikado Ryuugamine moves closer to his desire for an exciting life as he explores the city's darker side. Having taken full control of a former enemy, he uses this new power to reshape the Dollars according to his own vision, cleansing them from within. But this task is difficult due to unwelcome outside interference and the return of a long-absent friend. Meanwhile, Izaya Orihara continues his machinations, though a rival information network in the beloved downtown area poses a serious threat.
