In the third year of the H-Era, after The Dirty Dawg disbanded, former member Dr. Jakurai Jinguji receives an invitation from the Party of Words to take part in the first Division Rap Battle. This contest gathers the top rappers from each district, with territorial rights, honor, and a large cash prize on the line. For Jakurai, it is a chance to settle old scores with Ramuda Amemura, another ex-member of The Dirty Dawg who holds a grudge against him. Alongside salaryman Doppo Kannozaka and Shinjuku's leading host, Hifumi Izanami, Jakurai forms his own rap crew, Matenrou, to compete in the Division Rap Battle. Meanwhile, Ramuda is putting together his own team for the competition. Partnering with gambler Dice Arugisawa and author Gentarou Yumeno, he establishes Fling Posse to represent Shibuya. As both groups take part in the tournament, Jakurai and Ramuda find themselves entangled with Japan's emerging powerful government. The Party of Words has a particular interest in Jakurai and will stop at nothing to ensure his cooperation. Uncovering the true reasons behind The Dirty Dawg's breakup and the government's real intentions will require more than just superior rap skills.
