Following the chaos of the third world war, a matriarchal regime rose to fill the power vacuum, establishing a new order in Japan where women govern the country and men are restricted to living outside Chuuouku. To prevent violence, the "H Law" was introduced, prohibiting weapons and replacing them with "Hypnosis Microphones," which allow opponents to battle through the mental impact of rap lyrics. One year after these changes, tensions escalate in Ikebukuro between two factions: "Mad Comic Dialogue," led by Samatoki Aohitsugi, and "Starway to Heaven," featuring 17-year-old Ichirou Yamada. Both groups are destined to compete for dominance in the area. In another part of town, Jakurai Jinguji, a medical professional and ex-assassin, meets the charismatic and mysterious Ramuda Amemura, who saves him during a rebel attack at the hospital where he works. Fascinated by the innovative music technology, Jakurai requests that Ramuda teach him how to use a Hypnosis Microphone. As fate would have it, these four men come together and realize they have the capability to take control of Japan's territories and challenge the oppressive rule of Chuuouku. However, their plans may be complicated when they discover that their rivals are closer than expected.
