Under Tomura Shigaraki's command, the Paranormal Liberation Front, formerly the Liberation Army, presents a grave threat to the Hero Association. The peril is amplified by the formidable quirks of Jin "Twice" Bubaigawara and Gigantomachia, rendering the situation increasingly critical. Acting on secret intelligence from the undercover hero Keigo "Hawks" Takami confirming Shigaraki's absence, the Hero Association orchestrates a surprise assault on the enemy stronghold, mobilizing all available forces. The UA students are once again drawn into the fray. As the battle escalates, disoriented villains scramble to regroup and counterattack, while the resolute heroes advance with the objective of eliminating every opponent.

To stand against the terrifying tandem of Tomura Shigaraki and All For One, All Might summons Star and Stripe, his Western ally and the world's mightiest female hero. Yet, All For One launches an interception to seize her extraordinary Quirk before she and her fleet can reach Japanese shores. While Endeavor, Hawks, and Best Jeanist race toward the meeting point, Star and Stripe executes a bold maneuver to ensure the safety of her companions.
