Justice and its enforcement have evolved. Inspectors enforce the law by subduing—often lethally—anyone showing the slightest ill will; alongside them work Enforcers, citizens who have become latent criminals, given limited freedom in return for carrying out the Inspectors' grim tasks. Into this world enters Akane Tsunemori, a young woman with a sincere wish to uphold justice.
