In a futuristic Japan, the Sibyl System digitizes and scrutinizes the human mind, assigning citizens optimal lives and evaluating their potential for criminal behavior through their "Psycho-Pass." Despite this system, crimes still occur, leading to the creation of the Ministry of Welfare's Public Safety Bureau (MWPSB). Due to a shortage of personnel, the MWPSB employs latent criminals known as Enforcers, who have exceeded the acceptable Psycho-Pass threshold due to ethical decay, under the supervision of skilled Inspectors. These Enforcers use Dominators, advanced weapons that detect a target's Psycho-Pass, to work alongside Inspectors in apprehending lawbreakers. Akane Tsunemori, one of the few deemed fit by the System for service in the MWPSB, is assigned as a fresh Inspector in Criminal Investigation Division 01. Guided by her steadfast commitment to justice, Tsunemori maintains a stable Psycho-Pass when facing incorrigible criminals from both sides of the legal spectrum. However, early in her tenure, she encounters an anomaly: a criminal with the Psycho-Pass of an honest individual.
