Summary

Togusa holds the distinction of being the newest recruit for Section 9 and is the sole team member who was not originally drawn from Kusanagi's SpecOps unit. Having been recruited from the regular police force, Detective Togusa, whose first name remains unknown, possesses only minimal augmentation, limited strictly to a cyberbrain with no other cyberization. The Major specifically sought him out to provide the perspective of a genuine policeman and to ensure that the group maintained an outside viewpoint, thereby preventing intellectual incest within Section 9. Despite this, Togusa often feels inferior to his teammates, failing to recognize the value of his inclusion. He is the only member of the team who is married and has a child, and he continues to wield a Mateba revolver, which has been heavily modified to discharge anti-cyborg rounds.
