In the third chapter of the Ghost in the Shell: Arise series, Motoko Kusanagi and Batou collaborate to stop a terrorist organization recognized by their Scylla insignia. At the same time, Togusa looks into the murder of a person who had a prosthetic limb made by the Mermaid's Leg corporation.

In the winter of 2028, during a period of postwar reconstruction, the fourth story unfolds in New Port City. Rising tensions erupt as protests against foreign cartel influence break out, leading to a clash with riot police and a shooting. At the center of the turmoil is a cyberbrain infection unleashed by the terrorist Fire Starter. Motoko Kusanagi leads her independent offensive unit and their Ghost operatives to restore order and deliver justice. Beneath the surface lie Emma, the tin girl, and Burinda Junior, the scarecrow man. As Kusanagi investigates, they draw closer to uncovering the true motives behind these two Ghosts' actions.
