Medaka Kurokami is a model of perfection—attractive, intelligent, and athletic—with a genuine wish to bring joy to others. At the prestigious Hakoniwa Academy, her election as Student Council President with 98% of the vote comes as no surprise. After taking office, the enthusiastic new leader establishes the "Medaka Box," a system for students to submit requests for help. Alongside her reluctant but capable childhood friend, Zenkichi Hitoyoshi, Medaka handles these tasks with impressive speed. For each completed request, she places a flower in the student council room, with the goal of covering the entire school in blossoms. Yet, as they continue, Medaka and Zenkichi discover that aiding others is more challenging than it seems, leading them to uncover a dark scheme that endangers both the academy and Medaka.

In this installment

After defeating Myouri Unzen, Medaka Kurokami and the Student Council enjoy a brief period of peace at Hakoniwa Academy. But this calm doesn't last, as Medaka, Zenkichi Hitoyoshi, Kouki Akune, and Mogana Kikaijima become entangled in a new sinister plot called the "Flask Plan," devised by the school's principal. Before they can deal with that, the Student Council must face a group of superhuman transfer students calling themselves the "Thirteen Party," led by the arrogant and formidable Oudo Miyakonojou. With the mysterious Flask Plan, Oudo's oppressive control, and the return of a former enemy, Hakoniwa Academy remains a hotbed of chaos. Medaka and her allies are pushed to their limits as events spiral into ever-greater abnormality.
