Synopsis
In 2039, rising sea levels caused by global warming lead to significant land loss. In response, a powerful fleet of warships equipped with cutting-edge weapons appears to teach humanity a severe lesson, overwhelming the world's naval forces. This group, called the Fleet of Fog, contains "Mental Models"—humanoid avatars that represent each ship's essence, known as their "Union Core." Although these models have distinct personalities, all follow orders from a mysterious entity called the Admiralty Code, which maintains a maritime blockade preventing humans from crossing the oceans. Seventeen years later, Gunzou Chihaya, a recent graduate of the National Marine Academy, discovers the I-401 and its Mental Model, Iona, who unexpectedly sides with humanity for unknown reasons. Inspired by this spark of hope for peace, Gunzou gathers companions to create a group of privateers named Blue Steel, embarking on a dangerous mission.
