In the seventeen years since the enigmatic and invincible Fleet of Fog materialized and dominated the world's oceans, rendering intercontinental and inter-island travel obsolete, humanity has yearned for liberation from this aquatic tyranny. Despite the persistent desire for a rebellion against these uncrewed ships, there was no sign of salvation—until recently. The invention of a weapon capable of harming the Fog Fleet has ignited a glimmer of hope. With the vital data and prototypes needing to be transported from Japan to America for manufacturing, the submarine I-401 emerges as the sole viable option. This submarine, alongside its humanoid representation—an AI known as Iona, who presents herself as a youthful girl—was once part of the Fleet of Fog but has now decided to ally with humans. Under the leadership of Captain Chihaya Gunzo and his team, the I-401 stands as the only ship controlled by humans that can traverse the seas unhindered. However, it adheres solely to the orders of its captain, who operates independently.
