In the Durarara!! Yellow Scarves Arc, Izaya Orihara persists in pulling the strings behind the scenes, controlling how information flows around Ikebukuro's key players. Meanwhile, Mikado Ryuugamine and Masaomi Kida stay by Anri Sonohara's side as she recovers, but Kida's upbeat attitude is starting to break under the weight of his resentment toward the incidents that harmed Anri and his own helplessness in stopping them. Driven by this frustration, Kida reconnects with the Yellow Scarves gang, a group he had left behind earlier due to Izaya's meddling. Using his status as a former leader, Kida realizes that some Yellow Scarves members have joined the Dollars but are starting to lose faith in their current direction. With the loyalty of the Yellow Scarves behind him, Kida declares his intention to rid Ikebukuro's streets of all lawbreakers, especially those linked to the newly emerged Slasher. Yet, his resolve faces obstacles not only from Izaya but also from other powerful adversaries who stand in his way.
