In "Sanctuary," childhood friends Akira Houjou and Chiaki Asami, after surviving unimaginable hardships, move to Japan for their studies. They quickly observe the pervasive corruption and apathy throughout the country. Outraged by these conditions, they resolve to create a new Japan—one free from corrupt governance, where the people have power over the nation's destiny. Their plan involves conquering Japan through both the political system and the criminal underworld. The method each will use to achieve this is decided by a game of rock-paper-scissors; Houjou takes charge of the criminal underworld, while Asami aims for the Prime Minister's position. "Sanctuary" is a grim political drama that follows the duo's efforts to reform Japan from within and establish their vision of a sanctuary.

Background

Sanctuary was published in English by VIZ Media under its VIZ Premiere Comics imprint in 46 issues, split into five parts, from January 1993 to March 1997. VIZ Media then compiled the chapters into nine volumes published between May 1995 and February 5, 1998. The English release was nominated for the 1995 Harvey Award for Best American Edition of Foreign Material. The first six volumes of the series were also published in Brazilian Portuguese by Conrad from June 2006 to April 2008.
