At Ousai Academy, a former all-girls school that shifted to co-education due to declining enrollment, first-year boy Tsuda Takatoshi finds himself surrounded by female students. On his first day, he runs into trouble after being confronted by student council president Shino Amakusa, which leaves him with a bad first impression. He also meets the other council members during this encounter, causing him to be late for class. To make up for disrupting his morning, Shino offers Tsuda a position on the student council for various unstated reasons, and he joins more out of coercion than choice. Tsuda quickly realizes that he is the only "normal" student at Ousai Academy.
