Synopsis

Continues the story of Library Wars

In 1989, the Japanese government enacted the Media Betterment Act, which established the Media Betterment Committee (MBC) as a military force authorized to destroy and censor any media they deem "dangerous" under the pretense of protecting public morality. In response, local authorities formed the Library Defense Force (LDF), an organization committed to defending freedom of expression through armed conflict. The Kanto division of the LDF is led by the Library Task Force (LTF), an elite unit composed of highly skilled fighters. Iku Kasahara, while still in high school, experienced the harsh reality of censorship when she refused to surrender her beloved manga to MBC agents. She was saved from harm by a single LDF fighter who protected her and her precious book, an event that stayed with her throughout her youth. In her early twenties, driven by a desire to emulate her savior, she joins the LDF. Kasahara quickly learns that LDF training is far more demanding than anticipated, especially under the guidance of Atsushi Doujou, an LTF member who seems determined to make her journey difficult. Surprisingly, she is selected as one of the two new recruits for the LTF, based on Doujou's recommendation. As she strives to prove her worth among the LTF members and uncover the motives of her mysterious mentor, Kasahara finds herself engaged in battles on multiple fronts—both on the battlefield and in her personal life.

In this installment

Following a terrorist attack involving a helicopter crash at a nuclear facility, the Japanese government expands the Media Betterment Committee’s (MBC) powers through new legislation. Anticipating that the MBC will target author Kurato Touma due to similarities between his work and the terrorist actions, journalist Maki Orikuchi seeks protection from the Library Defense Force (LDF). Simultaneously, LDF leadership intends to challenge the constitutionality of the MBC's extended authority by filing formal charges. With the validity of the Media Betterment Act under scrutiny, the Library Task Force members navigate the complexities of their evolving personal connections amid the heightened political tension.

Background

Toshokan Sensou: Kakumei no Tsubasa premiered in North America as Library War: The Wings of Revolution at the 12th Waterloo Festival for Animated Cinema on November 17, 2012. The film was released on Blu-ray and DVD in Japan on January 25, 2013.
