To maintain oceanic peace, the PKN was established, comprising advanced battleships from various nations. However, during its founding ceremony, the organization was ambushed by the mysterious USR, a group plotting global domination. The PKN fleet proved no match for the USR's submarine, the UX, commanded by Admiral Red. Just as all seemed lost, the aging Japanese submarine 707, piloted by Captain Hayami at great personal risk, arrived to save the day.
One year later, following the destruction of the original 707 in that battle, a newly developed successor, the 707 II, set sail. Its crew included trainees such as Kenji, Goro, and Senta. Meanwhile, the PKN assembled a fleet led by the Great Guardian, the United States' latest battleship. Yet, the assaults by Submarine U were so severe that the entire fleet was defeated. The 707 then appeared on the scene. Upon spotting the 707, Red was delighted to reunite with his rival and immediately engaged in combat.
Managing to flee the submarine attack, the crew concealed the 707 within a valley. However, Red attempted to collapse the valley, intending to bury the submarine in a torrent of mud. The 707 barely escaped the debris and ended up trapped in a crater. Unfortunately, this location contained a layer of pure water where the submarine could not surface. At that critical moment, a barrage of torpedoes was launched directly at the 707.
