Synopsis

By 2113, the Ministry of Foreign Affairs disbanded their covert paramilitary division, the Peacebreakers, yet the unit vanished without a trace, leaving their operations shrouded in secrecy. Five years on, these operatives reemerge by murdering Milcia Stronskaya, a researcher holding critical documents vital to the future of the Sybil System, Japan’s societal surveillance network designed to identify potential offenders. To address the breach and ready themselves for an impending confrontation with the Peacebreakers in tandem with the MFA, the Public Safety Bureau’s chief reinstates former Enforcer Shinya Kougami. Although he defected previously, Kougami now serves the MFA under Frederica Hanashiro’s leadership. His reinstatement sparks friction with his former partners, Akane Tsunemori and Nobuchika Ginoza, forcing them to overlook past grievances and unite to protect the integrity of the Sybil System.
