The narrative centers on Shimamura Joe, a half-Japanese juvenile delinquent known as Cyborg 009. The clandestine organization Black Ghost, which seeks to instigate global warfare, abducts Joe along with eight other societal outcasts from around the world and converts them into cyborgs. Although Black Ghost intends to deploy them as superpowered killing machines, Joe and his companions rebel against their creators and manage to escape with the aid of an elderly scientist. After their getaway, Black Ghost sends a succession of other cyborgs and giant robots in pursuit. Using their newfound abilities, the heroes stay one step ahead of Black Ghost's evil machinations—but can they save the world from its diabolical scheme?
