In his second year of high school, Tokio Kurohara often skips class and lives a carefree life. Despite his lax attitude toward academics, he teams up with his childhood friend, Azuma Higashi, to fight the rising crime in their town. Azuma, known for her strength and skill, usually handles the common criminals they face without much difficulty. But some fights are best avoided, especially those involving Choujins—supernatural beings with powers far beyond those of ordinary humans. Tokio and Azuma both try to steer clear of such encounters. One day, a gang member they had previously subdued comes back for revenge, forcing them into an unavoidable fight. With no other option, they inject themselves with a substance meant to turn people into Choujins. The injection has no effect on Azuma, but Tokio develops a beak, marking him as one of these supernatural beings. Fearing discovery, Tokio must now deal with the challenge of hiding his changed appearance. Meanwhile, others who disapprove of their use of the drug are determined to expose them.
