After mastering Kempo at Dairin Temple and then training his own disciples, Chinmi becomes alienated from Kyorinji, another temple within the same order. He is assigned to investigate the situation in the Kanan Autonomous Region. On his way to Kanan, Chinmi meets Pushin, a highly skilled swordsman, and they decide to enter the region together. When they attempt to cross the border, the Border Police ambush them and drive them toward a waterfall. A local fisherman helps them and secretly brings them into Kanan. The people of Kanan endure harsh oppression under their government. Chinmi grows close to the locals and resolves to use his Kempo to set them free. In retaliation, Sorabi Boru, the Lieutenant of the Border Police, and Jirai, the cruel ruler of Kanan, launch an attack on Chinmi.
