Summary

Inspector Zenigata is a Japanese law enforcement officer, originally holding the title of Tokyo Police Inspector, whose primary obsession is the capture of the master thief Arsene Lupin III and his accomplices. His relentless pursuit led him to New York, where his first encounter with Lupin’s cocky demeanor and exceptional talents so infuriated him that he resigned from the Japanese Police Force to join the ICPO, dedicating his life specifically to bringing Lupin to justice. While Zenigata also targets Lupin’s gang members like Jigen, Goemon, and Fujiko Mine, he typically ignores them when Lupin is present, viewing Lupin as his sole worthy rival. Despite their adversarial relationship, the two share a complex, unacknowledged friendship. Lupin often greets Zenigata with mock affection and holds a deep respect for the Inspector’s tenacity, sometimes marveling at the elaborate traps he devises. Conversely, Zenigata is reluctant to admit any fondness, though he is secretly awed by Lupin’s genius. This bond is defined by a mutual understanding that neither will attempt to kill the other, a code established early in their history when Lupin chose to wish the Inspector well rather than shoot him. This dynamic has led to several instances where Lupin and his gang have saved Zenigata from life-threatening situations, such as avenging the murder of a woman Zenigata loved or chasing down an enemy who shot the Inspector. Zenigata’s devotion is so absolute that he believes only he has the right to capture or kill Lupin. When he believes Lupin is dead, he breaks down in grief, sometimes abandoning his duty entirely, such as becoming a monk in The Fuma Conspiracy to pray for Lupin’s redemption in a future life. He even cryogenically froze himself to continue the chase in the future, though the pods malfunctioned, leaving them stranded in the present. His inability to settle down or find romantic success stems from his singular focus on the hunt, though he occasionally longs for female company.
