Summary

As the mastermind behind the tournament and proprietor of the underground arena, Tokugawa, Mitsunari presents a striking contrast to the brutal combat that defines his venue. Though he is an elderly man of diminutive stature, potentially even a dwarf, he holds absolute authority over every match held within his domain. While he does not engage in physical combat himself, his encyclopedic knowledge of martial arts allows him to instantly identify and analyze techniques, ranging from the mundane to the esoteric. He typically enforces strict order, yet he is willing to bend regulations to heighten the spectacle of a fight, a tendency that led him to brandish a knife at one of his own physicians when they attempted to intervene in the clash between Baki and Jack. His relationships with other figures in the criminal underworld are complex. He shares a close friendship with Doppo and Igari, while his interactions with Yujiro are marked by tension rather than camaraderie. Despite this, Tokugawa is one of the rare individuals to successfully outmaneuver Yujiro. When the latter sought to disrupt the tournament's equilibrium, Tokugawa deployed snipers hidden throughout the arena to fire a tranquilizer dose massive enough to sedate a blue whale, thereby becoming the only person in history to render Yujiro unconscious. Although his past as a fighter remains unconfirmed, his eccentric demeanor and wealth suggest he is primarily an observer rather than a participant. His name appears to be a composite of Ieyasu Tokugawa and Mitsunari Ishida, the rival commanders from the Battle of Sekigahara.
