Garp is a celebrated Marine hero renowned for cornering the late Pirate King, Gold Roger, on multiple occasions throughout his career. Whitebeard acknowledges Garp as one of the select few individuals who possess knowledge of the seas dating back to the era of Gold Roger. During Luffy's early years, Garp subjected him to brutal training methods designed to forge him into a powerful Marine. These harsh lessons included throwing Luffy into valleys, leaving him to survive alone in dangerous forests, and suspending him in balloons at high altitudes. Once this rigorous conditioning was complete, Garp left both Luffy and Ace in the custody of Dadan. Garp first appears during Koby’s introductory arc as the Marine officer responsible for escorting Captain Morgan. However, after Garp falls asleep, Morgan seizes the opportunity to escape by striking him and taking Helmeppo hostage, fleeing in a small dinghy. Garp awakens unharmed, having apparently broken a cannon during the process of waking up. When Koby pleads to chase after the fugitives, Garp permits the boys to pursue them. Upon their return, Luffy and Koby offer themselves for punishment, but Garp instead proposes an alternative solution. Declaring the pair to be nothing but trouble, he asserts that the only way to keep them in line is to take direct charge of their training. He brings them back to Marine HQ to begin molding them into great Marine Officers.
