Kochou stands as a renowned courtesan within the red-light district, serving as the manager of Kougaro, which reigns as the premier brothel in Kiyou. Beneath her public facade, she operates as one of the city's underground power brokers. Her history is closely tied to Shuurei, whom she befriended deeply after Shuurei arrived to work as an accountant at Kougaro during her youth. She also played a pivotal role in the early life of Eigetsu, who awoke unconscious in her establishment and subsequently crossed paths with Shuurei and her companions. When Shuurei departed to sit for the imperial exams, Kochou presented her with a make-up box, imparting wisdom that cosmetics serve as a woman’s battle armor. She explained that wearing make-up prevents crying, as tears would ruin the delicate application.
