Introduced with amnesia, Weather Report assisted Jolyne at Emporio’s behest. Though distant and somewhat naive, he continued to support Jolyne and her companions thereafter. Stripped of his memories, he exhibited a mellow and eccentric demeanor, often standing inches from Jolyne’s face to garner attention instead of speaking her name. Trustworthy and compassionate, he rescued those in need without regard for his own safety, remaining calm unless acquaintances were in danger. His Stand, Weather Report (known as Weather Forecast in the dub), is a versatile entity that controls weather, typically manifesting as a cloud-like humanoid. It can rapidly condense vapors to halt or distort enemy attacks and summon unlikely weather elements to pummel foes.
