Summary
Koutei serves as the youthful sovereign of the empire, appearing as a naive boy who genuinely desires to guide his subjects toward a brighter future. However, manipulated by the Prime Minister, he remains largely unaware of the suffering endured by his people. This ignorance allows him to inadvertently contribute to the collapse of The Empire.
