By day, Saya Kisaragi lives a quiet life as an ordinary high school student. By night, she becomes a relentless hunter of monstrous creatures, wielding a sacred sword passed down by her father for ceremonial purposes. Saya eliminates any threat that disturbs the peace of her tranquil town. Her understanding of reality shatters when she overhears the beasts speaking of a broken agreement—a hidden truth deliberately kept from her. A strange dog then appears, challenging Saya's dedication to protecting the village and questioning what would happen if she were to break her oath. As Saya struggles with haunting visions and her world begins to fall apart, she sets out on a search for answers in a town where nothing is as it seems.

Even with the Youth Ordinance Bill imposing curfews on minors and restricting internet access, young people still seek their freedom through underground channels. One such faction, calling itself SIRRUT, has set its sights on Fumito Nanahara, a man whose political influence lets him dominate Tokyo with an iron fist. Using the web as their weapon to dig up intel on Fumito, they come across "Tower," the covert organization operating behind him that conducts human experimentation. When SIRRUT members attempt to spring an ambush in the subway to expose the truth about "Tower," strange creatures suddenly emerge and attack the riders. In the midst of the chaos, Saya appears—a young girl wielding a Japanese blade who cuts down the Old Ones. She is the same Saya who lost everything precious to her in that horrific incident in Ukishima Province. What kind of "experiment" are Fumito and "Tower" hoping to carry out with the Old Ones? And can Saya finally deliver justice to Fumito? Now, the final confrontation begins...
