Isaac Netero, the Chairman of the Hunter Committee, serves as the final authority over the entire Hunter Exam. He possesses sufficient administrative power to grant Hunter licenses at his discretion and boasts combat capabilities that allow him to effortlessly evade attacks from main heroes during confrontations. His subordinates, even the most despotic examiners, obey his orders without question. Once hailed as the world's strongest Nen user fifty years ago, Netero acknowledges that he is past his prime, though his direct subordinates disagree with this assessment. He is significantly older than Zeno Zoldyck, having fought Maha’s grandfather when Zeno was still a young boy, placing his age well over three digits. His Nen type is Enhancement, and he utilizes the Hyakushiki Kannon, or 100-Type Guanyin Bodhisattva. This ability allows him to launch attacks like the First Hand, Third Hand, Ninety-ninth Hand, and Zero Hand with such speed that they appear to originate from another dimension.
