In Victorian-era Britain, the steam-driven Industrial Revolution fuels the empire's energy. Young James Ray Steam, following his renowned family of inventors, spends his days in Manchester tinkering at local factories and scavenging parts for his own projects. One day, a package arrives from his grandfather, who is working in the United States alongside Ray's father, containing a peculiar ball fitted with a valve. Soon after, agents from the O'Hara Foundation burst into his home, demanding he surrender it.
Panicked and bewildered, Ray races to the home of his grandfather's associate, Robert Stephenson, with pursuers close behind. As he tries to unravel the ball's mystery and the power it holds, nearly every force in the British Empire seems determined to snatch it away from him.
