In a promotional video for the unfinished anime series Chinka, produced by Danny Choo's Studio Mirai and announced back in 2010, the narrative went as follows:
Over a span of several years, a string of arson attacks has been taking place across the countryside. In the scenic mountain village of Kiyotaki, the residents whisper about a notorious fire-starter known as Akaneko [赤猫]. Despite the best attempts of the authorities, Akaneko remains at large.
Kiyotaki's final shield against these blazes is the Mizuneko [水猫] Fire Brigade. Unfortunately, their intense firefighting methods also terrify the villagers. Every night, Akaneko and the Mizuneko Fire Brigade clash, leaving the town heavily damaged. Thanks to the brigade's steep operational costs, the town edges toward bankruptcy. Amid this chaos arrives Chinka, a young girl gifted with the unique power to detect fires using her sense of smell. With Chinka's assistance, the Mizuneko Fire Brigade starts to reveal Akaneko's true identity.
