The final episode of Cyborg 009: The Cyborg Soldier was never broadcast on television. It was instead made available on DVD two years after the series finished airing.

The story follows nine experimental cyborgs—eight male and one female—who are gathered by the evil terrorist organization Black Ghost. With help from a scientist, these nine cyborgs rebel against Black Ghost's control. In response, Black Ghost dispatches additional cyborgs to eliminate the original nine, causing widespread destruction across the globe.

After an explosion at an archaeological excavation research facility in the Middle East, the world undergoes unimaginable transformation. The sky becomes a reflective mirror, electronic devices inexplicably cease to function properly, and children born after this event exhibit strange, metaphysical abilities. Society is reduced to a shadow of its former self, and amid the secret forces responsible for this eerie apocalypse, an elite group of young, powerful mutants works to restore the world under the guidance of a woman known only as The Countess. The narrative focuses on siblings Tatsuya and Kiyoko, whose father was a scientist at the Twin X facility.
