By the mid-21st century, Tokyo's relentless expansion has pushed the city to reclaim Tokyo Bay with landfill, creating new space for its swelling population. Then a massive earthquake strikes, causing the landfill to liquefy and devastating the newly developed urban areas. The members of Self-Defense Force Rescue Squad Four are dispatched to assist. What they uncover, however, is a scheme of murder and ruin—one that annihilates almost the entire squad, leaving only two survivors: the fierce Rei and her composed, handsome partner Uozumi, fighting to stay alive. The one place they can find the work that keeps them going—and the backing to begin unraveling the mystery that claimed their squad—is a bar in south Shinjuku called Chicago. As the earthquake levels Japan's largest city and capital, leaving countless dead, rescue workers Rei and Uozumi search for survivors amid the rubble of Bay District D. Instead, they discover a strange series of corpses—all bearing bullet holes. Without warning, gunfire rains down on them from the air. Are these the killers, and if so, what is their motive? Barely escaping with their lives, Rei and Uozumi learn that their squad has been written off as mere "collateral damage" and their records erased.
