Nearly a year after Mikado Ryuugamine's arrival in Ikebukuro, the city has lost its former liveliness. Reflecting on Izaya Orihara's remark that even a bustling Tokyo can grow dull, Mikado's daily life becomes monotonous. The return of his old friend Miyoshi Yoshimune to Raira Academy, however, reawakens the chaotic energy of the city. During this calm period, Shizuo Heiwajima struggles to manage his temper. His boss, Tom Tanaka, suggests they watch a popular film starring Shizuo's brother Kasuka, which has sparked a trend of carrying attaché cases. Despite the peace, an online chatroom frequented by anonymous users, including Yoshimune, discusses unsettling incidents: a rise in attaché case thefts and unexplained tornadoes hitting Ikebukuro, yet no one can identify the cause.
