200X, Hakodate, Hokkaido. A Russian tanker explodes and bursts into flames due to an accident, and poisonous gas is emitted from the cargo. Residents are advised to evacuate, and the town falls into panic. Under a state of emergency, the main character, Taku Arawaki. While entering an abandoned ship with his childhood friend Hideko, Uma meets a beautiful Russian girl. However, Takuma is attacked by a mysterious masked army of armed men who are targeting the girl. Ma becomes involved in incidents involving Russia, the Self-Defense Forces, and even the Yakuza.
