One day, Fumiki encounters a peculiar dog at the factory—one that can comprehend human speech and extend blades from its forehead. The number "23" is mysteriously etched onto its ear. Though many mysteries surround the creature, the two start communicating and developing trust. "23" arrived in the town following the call of a higher entity that commanded, "Observe humanity." Behind the scenes, a vast organization is working to capture "23." Its leader, Kiryu, seeks "23" to gain control over Tokoyonokuni, the land across the ocean of the dead, ancestors, and human spirits—a paradise of eternal life and decadence.
