After the third world war plunged the globe into disorder, a matriarchy seized control in the resulting power gap. In Japan, an all-female government now governs the nation, compelling the male populace to reside beyond Chuuouku. In addition, the "H Law" is enacted, banning all weapons; instead, conflicts are fought using devices known as "Hypnosis Microphones," which directly influence an opponent's mind through rap lyrics. A year later, a clash erupts in Ikebukuro between two groups: "Mad Comic Dialogue," headed by gang member Samatoki Aohitsugi, and "Starway to Heaven," which includes 17-year-old Ichirou Yamada. The two are fated to face off in order to expand their hold over the district's territory. Meanwhile, medical specialist and former hitman Jakurai Jinguji encounters the lively yet enigmatic Ramuda Amemura after Ramuda rescues him from a rebel assault at the hospital where Jakurai works. Intrigued by the novel musical technology, Jakurai asks Ramuda to instruct him in rapping and become a mic-user. When the four men unite by coincidence, they recognize they possess the potential to seize command over all of Japan's divisions and oppose the unfair system imposed by Chuuouku. However, matters may not unfold as smoothly as they anticipate when their adversaries turn out to be closer than they realize.
