In a world suffering from severe overpopulation, scientists from across the globe gather to devise solutions. Professor Leeman proposes that humanity should adapt to living in the sea, but his idea is rejected. In desperation, he transforms his own son into a merman and sends him into the ocean. The boy is discovered by a mother sea turtle, who names him Pippy. Unaware of his true origins, Pippy grows up among the ocean's inhabitants until a terrifying encounter with humans changes everything. This event drives Pippy to venture into the human world, where a long and arduous journey awaits him.
