Amidst a United States torn apart by mafia warfare, the secret organization Inferno conducts numerous assassinations through their nearly unstoppable living weapon, known as Phantom. A traveler from Japan accidentally sees one of Phantom's latest killings and attempts to flee by concealing themselves inside an isolated building. But they are apprehended by Ein, the female Phantom, and Scythe Master, Inferno's commander, who proceed to brainwash the witness. Stripped of their memories and renamed Zwei, the former tourist becomes a loyal operative of Inferno. Thrown into a realm of treachery and bloodshed, Zwei struggles to stay alive while yearning to recover their forgotten past and break free from a life of constant peril.
