Three years ago, an unexpected truce ended the lengthy and devastating war between the Republic of Frost and the Empire, ushering in a period of peace but burdening both countries with the heavy work of reconstruction. Across the ravaged Empire, disease and starvation have spread, and former soldiers have turned to crime, worsening the suffering of ordinary people. In response, the Empire established Imperial Army State Section III, nicknamed Pumpkin Scissors, a unit dedicated to helping with post-war recovery efforts. Though Second Lieutenant Alice L. Malvin leads Pumpkin Scissors with integrity and enthusiasm, the unit is often seen as nothing more than a propaganda tool to pacify the public. As Alice works to fulfill her unit's mission and earn the people's trust, she decides to recruit Randal Oland, a quiet and mysterious veteran haunted by a troubling past.

Pumpkin Scissors had five volumes published in English by Del Rey from November 27, 2007, to August 25, 2009, before the publisher became defunct. Kodansha Comics USA has taken over the license and has been publishing the title digitally since August 2, 2016.
