In Tokyo ESP, Urushiba Rinka lives a normal high school life despite struggling with money and relying entirely on her father. Everything changes when she spots a penguin and glowing fish flying through the sky. She might have dismissed it as a hallucination, but a classmate with a distinctive scarred face confirms the strange sight. After touching one of the fish, Rinka loses consciousness and wakes up able to pass through solid objects, even walking through her apartment floor. A call from her father reveals that the flying fish have also granted uncontrollable superpowers to others. This leaves Rinka wondering what these events truly mean and whether her classmate knows more than they have revealed.
