In an alternate Japan where the Tokugawa shogunate holds power, the "Heaven's Songs"—performed by the Shinsengumi's top idols—are used to control the population. Any music outside these sanctioned tunes is banned, with severe consequences for those who break the law. Ryouma Sakamoto and his fellow rock musicians rise up against this oppression, using rock 'n' roll to fight for justice and freedom.
