In a world where the number of people with psychic abilities has dramatically increased, the Japanese government establishes the Base of Backing ESP Laboratory, or B.A.B.E.L., to regulate both the beneficial and harmful effects of these powers on society. This organization handles incidents that fall outside the scope of ordinary methods, especially those involving criminal espers. Kouichi Minamoto, a highly skilled 20-year-old esper, is assigned by B.A.B.E.L. to supervise the most powerful psychics in the nation—a trio of three exceptionally talented but mischievous 10-year-old girls known as "The Children."
