Kai Kudou is a member of Ashurum, a prominent organization of psychics. His task is to capture unregistered, illegal psychics in Gald City. On his mission, Kai separates from his team and comes under the protection of Yuuki Tokugawa, a jack-of-all-trades who works with a guerrilla group resisting Ashurum. Living with Yuuki and his mysterious sister Asuka leads Kai to question what Ashurum truly intends—whether their goal is to protect psychics or to control them.
