During the 19th century, Western influence brought mechanical dolls and steam-powered inventions to Japan. The Wind Gang, a group intent on forcefully accelerating Japan's industrialization through the use of dolls and steam technology, attacks and destroys the peaceful village where young doll operator Hiwou resides. Alongside his companions, Hiwou escapes with a gigantic doll called Homura. His quest now takes him in search of his father, as he hopes to secure the support needed to defeat the Wind Gang and restore peace to Japan.
