In the mid-21st century, global warming has transformed Tokyo into a tropical metropolis where severe storms render everyday life unsustainable. The authorities opt to relocate Tokyo's population to a massive, multi-level settlement called "Atlas." Yet, because Atlas has restricted capacity, the number of displaced people and insurgents opposing the government increases. Kuniko Houjyou, a commander of a rebel faction, fights against the government to halt the Atlas initiative.
