To counter the hidden agenda of the Telephone Pole Gang, a secret organization plotting to seize an unspecified prefecture in Kyuushuu as a first step toward global conquest, Imazuru High School establishes the Prefectural Earth Defense Force. The group is made up of both troublemaking students and eccentric teachers. Their ranks expand when a cyborg student from India transfers in. The Telephone Pole Gang is led by Chilthonian, with prominent operatives including Colonel Baradaki and Ryūko Harataki, the latter posing undercover as a student at Imazuru High School.
